OTRADEV is an NGO with a community-based coastal resource management project in Maasin and Macrohon, Southern Leyte.  One of the fisherfolk's organization that organized by OTRADEV is the Rosarrian Fisherfolks Organization (ROFFO).  ROFFO is undertaking fish sanctuary management, a mudcrad project and a banca gas retailing project. The mudcrab project is being funded by the Office of the Provincial Agriculturist, which is both a unit of the Provincial Government and the Department of Agriculture.

A Free Email Center was set up in the Office of the Provincial Agriculturist in Maasin, Southern Leyte.  This is the third such project in the Visayas and the eleventh nationwide. The project was launched September 6, 2002, with Vice Governor Eva Tumol as guest of honor.  Key participants included Provincial Agriculturist Eluterio V. Tibon, OTRADEV Field Team Leader Golda Mae Macul, ROFFO President Gilbert J. Binongo and PHDF's personnel Pinky Castelo-Cupino, Iris Sabordo and Richard Perez.
